RULE BOOK

 

MISSION STATEMENT:

The Big Sky Sprint Tour (BSST) is owned by Big Sky Sprint Tour, LLC, a Montana Limited Liability Company, BSST was formed to promote, sanction and administer professional sprint car racing in the best interests of the drivers, car owners, track owners, and the general public.

The purpose of these rules are to provide for the safety of the drivers, pit persons, and spectators; assure each participant a fair decision when disputes arise and to improve the caliber of BSST events in particular and automobile racing in a general way. Anyone is welcome to join.

 

GENERAL RULES:

1) This booklet contains the official rules and car specifications for all sanctioned events of the Big Sky Sprint Tour (BSST). Any point not covered herein shall be resolved by BSST or their appointed representative.

2) Car number must be registered and the driver must be a registered participant in good standing of BSST in order to qualify for the end of the year point fund. Cars must display decals of BSST sponsors on both side panels of the designated wing (top or front) to qualify for any awards. Decals shall be provided free of charge by BSST.

3) Registration Fees:

Car number registration: $100.00

Driver/Owner registration $ 50.00

4) Entry Fee: All cars will pay an entry fee per races as follows:

(A) Registered car numbers: $10.00, paid before pill draw.

(B) Non registered car numbers: $25.00, paid before pill draw.

(C) Any car not drawing a pill for the heat race will not be allowed to race until proper fee is paid.

5) There will be special events during the year that do not follow the formats listed in these rules. You will be informed of any changes to the procedures at drivers meetings. All racing programs are subject to change.

6) BSST points shall be awarded to the registered driver and car number (Points stay with the driver) (if driver drives more than one car number during the season driver must reregister new number (a $ 100.00 registration Fee) in

Accordance to with the following schedule:

* 75 points will be awarded to all car numbers that run the “B” feature but do not transfer to the “A” feature.

All cars taking any green flag will receive 75 show up points.

 

10) The Criteria to be eligible for ANY points fund awards are as follows:

1. The Car/driver and or owner must be a registered participant of Big Sky Sprint Tour.

2. The Car must run ASCS Spec Heads.

3. The Car/Driver and or owner must have taken a green flag at a minimum of 80 % of the BSST sanctioned events.

 

Rookie Eligibility: Any driver that has not previously qualified in more than 3 BSST sanctioned races is eligible for rookie of the year points. Driver must start at the rear of of each race until BSST officials feel the driver is capable of starting in a drawn position. Highest finishing rookie points will be awarded rookie of the year.

Rainouts : All cars at the track at the time that the rain out is announced will be awarded 60 show up points for that event. A rainout will not be made up unless a specific date is listed.

 

11) Purse and Payout will be paid according to contract with track

 

Promoters. Payoffs will be made out by BSST the same night as the event is held. (Unless there is a dispute) payoffs will be sent out by BSST the week after the event is run and the dispute is settled. Any car taking a green flag in heat races will receive half of the last place purse money.

 

Fines and Suspensions:

Illegal heads: Anyone caught with an illegal set of heads will be fined a minimum of $500.00 and will be suspended for 1 race, loss of the monies for the race of infraction, and loss of points to date of the infraction; this is a zero tolerance rule. It is your responsibility to be legal.

Any other infractions for use of illegal or altered parts will be a minimum $100.00 fine.

Any registrants of BSST that race non BSST sanctioned events in the state of Montana on the same night as a sanctioned BSST event will be fined $500.00 no exceptions.

Unsportsmanlike like conduct: Any physical, verbal, or written conduct with track manager or race director determines distracts from the orderly, peaceful conduct of racing at the speedway will not be tolerated. Such conduct includes but is not limited to:

Assault: Fighting or similar violence is prohibited at any BSST function. The track manager BSST official or race director shall impose a fine not less than $500.00 and immediate bar from speedway function, if violation occurs on a race night at the track all points and purse money will be forfeited for that event.

Verbal disruption: No participant shall use loud, abusive or profane language in addressing the track manager, BSST officials, race director, or any other track officials. Any one found to have violated this rule shall be fined not less than $100.00 and may be immediately barred from the track or BSST function. If violation occurs at the track, all points and purse money will be forfeited for that event. The person responsible for the registered car number is responsible for the driver, crew, or persons affiliated with the car number.

A participant is any person taking part in any event at the speedway and includes but is not restricted to drivers, car owners, mechanics, crew members, sponsors, speedway officials, or pit area observers. All such persons shall be considered public figures that have by their own choice become involved in Auto racing events for BSST, with the full understanding that he or she must abide by the rules and regulations established and published or announced by the speedway.

Any unsportsmanlike like conduct, infraction may be reviewed by BSST and their appointed officials. BSST’s decision is final.

BSST and ASCS have entered into an agreement to honor each others suspensions ASCS will not allow any BSST suspended car or person to compete with the ASCS for the duration of the suspension. BSST will not allow any ASCS suspended car and or person to compete with BSST for the duration of the suspension BSST will honor all participating bodies’ suspension.

All participants are considered to be responsible for their personal conduct.

Qualifying and Race procedure: All cars entering the track will maintain a slow and even pace. The flagman will signal cars to catch up to the pace car or pole car. Pick up the pace to no more than half throttle to catch the field and get into your starting position.

No hot laps will be allowed before any race!!! Any car attempts to hot lap will be put to the rear of the field or disqualified, at the discretion of the BSST officials.

Qualifying heat races will be held at all race events.

Maximum laps to be run per race, unless approved by BSST

Heat races- 10 laps

B feature- 12 laps

A feature- 25 laps

Actual number of laps will be determined and announced at the pit meeting before the start of the races.

Numbers will be drawn for heat race positions. The lowest number goes to the pole of 1st heat race, the next lowest goes to pole of the 2nd heat race, etc… Any cars not represented at the drawing shall be placed to the rear of the heat race. Heat races determine the starting position for the balance of races scheduled

Main event lineup will be determined by the passing points system from the heat races the driver will receive points for passing as well as finishing position with driver accumulating the most points from heat races starting in the pole position. In the event of a tie in passing points, the driver who first earned the points shall be aligned in front of any subsequent driver earning the same number of points. Passing points will be figured on the actual starting position on the final parade lap.

Time trials may be held at some shows.

A car and driver qualify as a team. Each driver can qualify only 1 car, No driver will be permitted to change cars after taking the green flag of his or her qualifying heat race.

BSST or their representative will advise drivers of the make-up of the number of heat races, main events, field size and other pertinent information at the drivers meeting. Maximum 18-car feature on short tracks, unless approved by BSST.

The line-up posted on the pit bulletin board when cars enter the racing surface for any race shall be the final line-up. In the event a car drops out of the line-up for mechanical reasons, the balance of the field shall move straight forward. The exception being if two cars drop out from the same row prior to the green flag; if this occurs; a new line-up will be posted.

The start will be official only upon the starter signaling with the green flag; in the event a pace car is used, all cars shall take their proper position behind it. Do not pass the pace car. In the event a pace car is not used, the pole position car will set the pace, which shall be consistent with track conditions and as required to keep the field in formation. BSST shall be empowered to disqualify or penalize any driver violating this rule.

A white line or cone will be placed in turn 4 for all double file starts. All cars must remain in proper order until the green flag is thrown as the front row crosses the white line. If in an official’s judgment the front row of cars is out of position, the yellow flag will follow the green and a warning will be given to the offender(s). Any further violation will result in offenders being placed a row back with the cars behind the offenders being moved forward.

Any car requiring a 2nd push start at the beginning or restart of any race will be placed to the rear of the field.

Restarts after one completed lap by all cars will be single file and start at a cone to be placed between turn 4 and the flag stand. All cars must go outside of the cone in the proper aligned order. No passing before cone. Leader must set a consistent pace. Any car going inside of the cone, hitting the cone or passing cars prior to reaching the cone will cause a yellow flag and go to the rear. In the event that the track flag man does not throw the yellow flag, said car will be penalized two cars from his finishing position.

Any car on or near the racing surface that delays the race shall be penalized one lap by the officials. A work area will be designated at the drivers meeting.

Any car not running at a reasonable racing speed may be subject to a mechanical flag for safety reasons.

Minimum age to be eligible to drive is 14 years old or per speedway requirement.

 

FLAG PROCEDURES:

 

1) YELLOW FLAG: Each driver will slow down and maintain position. No passing is allowed. All car stopping on a

Yellow will be placed to the rear to restart. An area will be designated (usually the pit area) for any work to be done during a yellow flag. Cars remaining on racing that are able to restart without service will be placed to the rear, in the order they were running prior to yellow flag. Cars going to the work area will be placed at the rear in the order they return to the track. Any car causing 2 yellow flags will be disqualified.

If wheels stop turning, car goes to the rear.

RED FLAG: Cars shall stop as soon as possible without passing the red of hazard. Cars that enter the pits will be placed at the rear, in the order they return to the track.

There are 2 kinds of Red flags.

OPEN RED: No one will be allowed to work on the car until a BSST official gives the signal that all cars are in the work area. All work must be done in designated work area only. No removing of tires, gears, or body panels allowed. If car is not ready to push off when the BSST official signals the track is clear it will go to the back of the lineup for restart.

CLOSED RED: No work will be allowed on cars. This will happen if BSST officials feel the red flag condition will be short.

All cars involved in the mishap that have their wheels stop turning, will go the rear. All restarts will be single file after ONE completed lap; the car positions for single file restarts will be with lapped cars in position.

All restarts will be single file after one completed lap. Lapped cars will go to the rear of the field for realignment on a restart. Also, cars that are one or more laps down will receive one of their laps back when they restart at the rear of the field.

A race is not considered complete until the checkered flag appears. If a yellow or red flag must be thrown after the checkered flag appears, the race is officially over. Finish will be determined by the last completed lap. If yellow or red flags appear during the white flag lap, the restart will go green, white, checkered.

SAFETY:

Minimum requirements for all drivers are a Snell SA95 or newer approved helmet, a fire retarding uniform, protective gloves and arm restraints during competition.

All cars must be equipped with adequate seat belts, shoulder harnesses, and crotch strap. Minimum requirements are: A five point hookup with 3 inch lap and shoulder belts, no older than 3 years old.

If starting car to warm up in pits, a minimum of helmet and seatbelts must be worn and properly fastened.

 

DRUG POLICY:

Illegal drugs by definition are those substances defined and prohibited by state and federal laws.

Possession or use of illegal drugs or drug substances as defined above is prohibited in any form, by participant at the speedway. Either on speedway grounds or in any area to be used in the operation of the speedway, such as parking lots or leased property.

Any person found to be in possession of or under the influence of an illegal drug or drug substance on the speedway property, as defined above, or any person who is arrested by duly-constituted authorities and charged with possession and or use of illegal drugs or drug substances, or any person who is formally charged by a court of law with illegal drug violations, shall be subject to the following penalties by the speedway and or BSST.

Any person found under the influence of or consuming alcohol on any race night before or during races will be subject to the following penalties by the speedway and or BSST:

A: Suspension from competition and eviction from the speedway property and denial of further entry to the speedway for a period to be determined by the speedway and or BSST officials.

B: Any participant who is formerly charged by a court of law with illegal drug violation, upon notification to BSST by that agency, shall be suspended from all forms of participation at any BSST function or event until such a time as the charges are full adjudicated through the legal process. Any participant convicted of a formal drug charge by such process of law will be prohibited from taking part in any BSST events for a minimum period of one year from date of conviction.

Any participant suspended for violation of these rules may appeal to BSST, provided the suspended participant requests such a hearing in writing within 14 calendar days of the date of suspension.

Any participant suspended for violation of these rules, except in the case where the person(s) is/are charged with selling drugs may as a result of a decision reached through the hearing process as detailed above, be reinstated, if is mutually agreed that the participant, at his or her own expense, produces documentation from a licensed physician with in the state, certifying that he or she is drug independent as a result of random and periodical examinations and urinalysis testing, made at the request of BSST or speedway management.

If a participant is using prescription drugs on the advice of a licensed physician, he or she must report such use to chief speedway official or BSST prior to the participants’ entry into any speedway activity. Failure to so notify will subject participant to penalties described above.

PROTESTS:

Any protest will be taken only from a driver or car owner that is a registered participant of Big Sky Sprint Tour and only if the driver or car owner has competed in at least 50% of the events to date of protest the protest must be in writing accompanied by the appropriate protest fee in cash to BSST officials. In the event the protested car is found to be legal the protest fee shall be given to the owner of the car minus the fee that shall be paid to the inspector.

All protests must be filed within 10 minutes after the completion of the last race of the evening. All protests shall be decided upon by BSST or their appointed representatives and are final.

No protest will be accepted on judgment decisions.

In the event a car is protested and found to be illegal by the inspector, the driver and car protested shall have all points and money forfeited that were won during the particular race program in question and may be suspended.

RAIN OUTS:

In the event a sanctioned race is rained out prior to the completion of all races, the race will be lost unless a rain date is on the schedule. If the race is rescheduled, all races shall be rerun and all drivers will redraw for starting positions. In the event a race is stopped due to bad weather, one lap over half way thru any A feature event shall constitute a complete race. If a race is stopped by the use of the Red flag and is ruled completed, the finishing positions will be paid according to the last officially scored lap by the leader previous to the Red flag. Any car or cars involved in the Red flag will be put to the rear of the lineup of the official finish.

GENERAL OVER-SITE RULE:

Any circumstances not covered by a specific rule or due to a lack of a rule, can be acted on by BSST and their decision will be final. Simplicity and common sense shall prevail.

 

RULE BOOK DISCLAIMER:

The rules and/or regulations set forth herein are designed to provide for the orderly conduct of racing events and to establish minimum acceptable requirements for such events. These rules shall govern the condition of all events and by participating at these events, all participants are deemed to have complied with these rules. No expressed or implied warranty of safety shall result from publications of or compliance with these rules and/or regulations. They are intended as a guide for the conduct of the sport and are in no way a guarantee against injury or death to a participant, spectator, or official.


ENGINE SPECS:

360 cubic inches: plus 1 % maximum displacement (360 plus 1% = 363.6)

No aluminum blocks. No titanium in engines, excluding valves and valve retainers.

Injectors: 2 3/16 inch maximum inside diameter of injector stack- 2.187 at least 3 inches in length.

Note: Larger injectors may be used, but sleeves a minimum of 3 inches in length must be installed in stacks above the butterflies. No relief hole may be drilled above the butterfly or any injector. No alteration of injector manifold mounting holes will be allowed. One injector per cylinder, no multiple injectors per cylinder allowed. No down nozzle injectors allowed.

Due to manufacturing process some injector stacks may be slightly larger, there will be a tolerance of .005 allowed on no more than 3 stacks. No throttle body or plenum type injectors allowed.

 

Begining 2008 :

ASCS Spec Head Car: Will be the only cars that will be eligible for points accumulation and year end points fund awards.

Non ASCS Spec Head Cars: Will NOT be eligible for accumulation of points or year end points fund awards.

 

4-(a) Spec Heads:

 

Brodix heads part # 27-211, #27-223, #27-222, with ASCS stamp, may not have any performance enhancing alterations in any way. Intake opening no larger than original opening, the only exception being, inlet opening may be ground or polished ¾ inches or no further into port than the closest edge of the closest letter of the ASCS logo. During this polishing the left side of the letter “A” is sometimes inadvertently brushed with the polish wheel. This is permissible as long as the letter is still intact. During polishing of inlet port sometimes polish marks may go slightly further than the ¾ inch. Intake port at no time may exceed 215 cubic centimeters. Intake port polishing will be allowed no more that 1 ½ inches below the bottom of the original seat ring on the back side of the bowl area and no more than 1 inch on the short side. Polishing will be allowed in the combustion chamber area to avoid hot spot chaffing. Polishing will be allowed in exhaust ports as long as the original “ASCS” logo is not affected or port shape is not altered substantially.

Absolutely no intake or exhaust port relocation, raising, enlargement or reshaping of any type. Valve angle and placement may not be altered in any way on the ASCS spec head or on any other head. BSST checking fixtures to check the above specifications and dimensions will be used at sanctioned BSST tracks.

Any internally repaired ASCS spec head must be re-certified by Brodix.

All spec heads must remain within 1 degree of the original manufacturing.

Penalty for altered spec head will be subject to suspension, for 1 calendar year. Forfeit all points and monies won, during the race, which the infraction was found, and subject to a $500.00 fine that must be paid to BSST before reinstatement. Intake port at no time may exceed 215 cubic centimeters.

4(b) Non spec heads:

Maximum Brodix – 11x or equivalent. No down nozzles.

Must use ASCS intake gasket.

100 lbs added weight.

 

2” maximum injector sleeve in stack for minimum 3”.

All oil pans must have inspection plug, pans without plug will be subject to pan removal at any time.

The rules pertain to small block Chevrolet. However any engine may be used after BSST has approved the heads. No V-6 engines.

No turbine driven, turbo or blowers will be allowed.

No computer operated or controlled parts, such as fuel injection fuel systems. No driver adjustable shock or chassis adjusting systems, ect… Mechanical pill selectors are ok.

No offset motors will be allowed, engine must be directly in front of driver. Driver must straddle drive line. No roadster type chassis allowed sprint appearing type bodies, tail, and hood only.


CHASSIS SPECS:

Weight rule: Cars must weigh a minimum of 1475 lbs after race, with the driver. (Note: 1575 lbs minimum for cars not using ASCS spec heads.) No bolt on weight allowed. You will be notified at each race as to how many cars from the “A” feature will be required to weigh as they come off the track. Any car going to their pit before weighing will be docked 1 position. You will still be required to weigh.

TOP WING:

Maximum top wing size of 25 square feet with 30” x 72” side panels. Maximum center foil width 60”. The deepest point allowed in the top surface of the wing will be 2 ½” measured from the leading edge of the center foil, back 36”. Top surface of the wing measuring cross wise must be flat. No car will be allowed to compete without its top wing.

No wicker bills or Gurney lips permitted on center foil, unless center foil is totally flat then a 1” wicker bill is allowed.

Operable wing sliders are allowed.

Two stationary foils or rudders will be allowed to run the entire length of the underneath portion of top wing. Maximun height proportions are 1 inch at the front and 3 inches at the rear No where shall the foil exceed 3” in height.

Center foil must be one piece. Side panels must be one piece. No split wings or by-wings. Top wings must not extend beyond outside of rear tires.


FRONT WING:

Maximum size of 6 square feet total, with a maximum of 36” and 12” x 26” side panels. Front of wing cannot extend beyond the leading edge of front bumper. Maximum distance from the center foils front edge leading edge of the front axle may not exceed 20”.

No wicker bills allowed on front wing.

No side foils, rudders or panels are to extend beyond roll cage on any side, no body pieces to extend beyond or underneath front torsion tube except hood. Full length hood is mandatory.

Sun shields cannot restrict vision.

No wedges or foils underneath race car.

No pieces may be added to the frame so as to resemble, imitate or be specifically designed to deflect, trap or form a wind break of any nature, except those used to cool/protect the motor and braking system.

Opening in right side window must be a minimum of 12” x 21”. This will be measured from the bottom of the roll cage bar to the top of the body panel.

Any sprint chassis is allowed, but it must pass any test prescribed by the safety inspectors. The roll cage must be of a four – post design. No dirt champ cars. No elliptical (oval shaped) tubing used on or as part of the main structure. Minimum wheel base of 83 inches, maximum wheel base of 90 inches.

Sprint style tail tank securely mounted with bladder mandatory. Tank used for qualifying heats must remain for all events.

No flammable liquids allowed in cooling systems. No fuel additives.

Bumpers and nerf bars are mandatory and must be securely mounted. No aluminum frames, bumpers or nerf bars. Nerf bars must not be outside of tires. (Exception front bumper only may be aluminum)

All drive lines must be broken in the coupler or rear slider, fully enclosed and contain no more than one u-joint or cv -joint. No torque arm drive lines allowed. A safety strap is mandatory.

Mufflers: Mandatory with a minimum Schoenfeld part# 112535. Must meet track required DBA level if specified. Loss of muffler will result in disqualification.

Headers: Must be a minimum of .045.

Steele, aluminum or titanium brake rotors only.

No 2 way radios will be allowed.

Maximum distance from the leading edge of the front bumper to the leading edge of the front torsion tube is 8”. Maximum distance from the leading edge of the front bumper to the leading edge of the front axle is 23”.

No hollow, tubular or drilled bolts allowed.

 

TIRES AND WHEELS:

Right Rear Hoosier Racing Tire, stamped medium or hard or HTW 105 x 16.

No tire preps or tire softeners allowed.

Bead locks are recommended on all wheels.

Maximum right rear wheel width is 18”. Maximum left rear wheel width is 15”.

FUEL:

Methanol or Ethanol only, no nitro or additives allowed. Fuel subject to be checked at any time by BSST officials. Fuel samples may be taken for analysis and prize money withheld until results are known. (Penalty for fuel infraction will result in forfeiture of all points and monies won during event detected, and a fine of up to $250.00.)
